Warwick District Council came into being in the
re-organisation of local government in 1974, when it
replaced the former Kenilworth Urban District Council, Royal
Leamington Spa and Warwick Borough Councils and Warwick
Rural District Council. The District Council covers an area
of some 28,000 hectares with a population approaching
125,000 people.
The Council is made up of employed officers and elected
councillors. The officers are headed by Chief Executive,
Chris Elliott.
The majority of external council services are provided by
six business units; Council Tax, Environmental Health,
Finance, Housing, Leisure & Amenities and Planning &
Engineering. These business units are grouped in three
directorates.
The Council Tax and Rating Department is responsible for:

Levy and Collection of Council Tax

Levy and Collection of Non-Domestic Rates

Collecting the residual community charge
The Leisure and Amenities department is responsible for:

Parks, cemeteries, crematorium and open
spaces

The Royal Spa Centre and Royal Pump Rooms

Art Gallery and Museum
·
Community Sports and Recreational Facilities
·
Outdoor Entertainment
·
Car Parking and CCTV Cameras

Town Centre Management
The Environmental Health department is responsible for:

Food Hygiene and Safety
·
Health and Safety at Work
·
Condition of Housing in the Private Sector
·
Pollution - Including Air Quality, Contaminated Land, Noise
and Water
·
Waste Management - Refuse Collection, Recyling, Street
Cleaning and Abandoned Vehicles
·
Other Public Health Matters - Including Health Policy, Pest
Control, Dog Warden Service, Drainage and other Nuisances
The Finance department is responsible for:

Accounting, Budgeting, Payroll, Creditors' Payments and
Treasury Management
·
Internal Audit, Insurances and Cashiers.

The Housing Service is responsible for:

Housing Stock - The Council is landlord to around
6,000(including leasehold) homes and the Housing business
unit is responsible for the management and maintenance of
these homes.

Warwick District has 20 electoral wards and is represented
by 46 members. Following the last election in May 2007,
Warwick District Council is now a Conservative controlled
authority, with seats held as follows: Labour (9), Liberal
Democrat (9). Conservative (24) and Independent (4).
